Establishes the "Compact to Establish Best Practices in Economic Development" as an interstate agreement that any state or the District of Columbia may join to promote evidence-based economic development policies.

Prohibits member states from offering company-specific tax incentives or grants to businesses relocating from other member states, aiming to eliminate "races to the bottom" in corporate recruitment.

Creates a national Board for Best Practices in Economic Development to be governed by three appointees from each member state's chief executive officer, tasked with publishing best practices and disseminating economic development data.

Requires transparency in all economic development agreements involving company-specific grants or tax incentives, subjecting them to each state's freedom of information laws.

Exempts workforce development grants, local government incentives, and company-specific incentives offered by states to entities within their own borders from the anti-poaching provisions.
