Requires high school graduates to pass a civics test identical to the civics portion of the U.S. citizenship and immigration services naturalization test, with unlimited retakes permitted until passing.

Mandates the state board of education prescribe academic standards for American civics education instruction covering U.S. and Arizona history, constitutions, government branches, citizenship roles, media literacy, and voter participation trends.

Establishes the American civics education instruction grant program to provide grants covering teachers' costs of attending professional development courses in civics education and media literacy.

Creates the American civics education instruction fund with continuous appropriation status, exempt from lapsing provisions, to administer grants and fund professional development courses.

Appropriates $100,000 from the state general fund in fiscal year 2021-2022 to the American civics education instruction fund, with the program ending July 1, 2031.
