Establishes requirements for the Secretary of State, county recorders, and election officers to meet at least annually to develop standards and procedures for elections and polling places.

Mandates consideration of standards to ensure voters wait no more than one hour to vote, determine appropriate number of polling places, and ensure equal access including for persons using public transportation and persons with disabilities.

Requires standards addressing adequate staffing, equipment, ballots, and supplies at polling places and voting centers, as well as timely dissemination of location and hours information.

Directs election officials to develop best practices for preventing and stopping voter intimidation and harassment.

Requires consultation with the United States Election Assistance Commission and other organizations with expertise in voting, elections, access, and compliance issues.
