AZ SB1710

Requires the executive director of the legislative council to prepare racial impact statements upon written request by any legislature member analyzing how a bill would affect distinct racial or ethnic groups.

Racial impact statements must analyze disparate impacts in eight areas: criminal justice, public health, education, public welfare, consumer protection, voting rights, child protective services, and housing.

Prohibits bills or measures from being scheduled for third or final reading votes until the racial impact statement is issued.

Executive director must issue the racial impact statement within 15 calendar days of the request and notify the chief clerk of the house and secretary of the senate.

Defines "distinct racial or ethnic group" as any category of race or ethnic origin identified by the United States Census Bureau in the most recent decennial census.
