Establishes the Office of New Americans within the Department of Economic Security to serve as a point of contact on immigration issues for state agencies, licensing boards, media, and the public.

Office duties include analyzing economic and demographic trends, developing strategies to attract and retain immigrants, gathering relevant data on immigrant issues, and providing matching grants for immigration and economic development programs.

Creates an advisory committee consisting of directors from seven state departments plus eleven members appointed by the governor representing organizations serving immigrants, immigration law, higher education, chambers of commerce, banking, workforce training, health care, human services, and refugee resettlement.

Committee is tasked with making policy recommendations, serving as liaison between the governor and immigrant communities, monitoring state agency practices, and conducting at least one annual public hearing on how state government can improve immigrant attraction and integration.

Advisory committee terminates on July 1, 2029.
