Requires county recorders to confirm the voter's submitted identification information when processing early ballots, with a cure period extending to the fifth business day after federal elections or the third business day after other elections.

Exempts special districts not primarily supported by taxes from requiring voter information on affidavits and from the signature concealment requirement.

Updates references to federal law regarding overseas and military voters to cite 52 United States Code section 20301 instead of 42 United States Code section 1973ff.
