Prohibits private firearm sales or transfers unless the seller is a licensed firearms dealer, the buyer is a licensed dealer, or a licensed dealer facilitates the transfer.

Requires licensed dealers facilitating private transfers to conduct background checks on purchasers under federal law (18 U.S.C. § 922(t)) and process the transaction as if they were the seller, with dealers authorized to charge a fee of up to $20 to cover administrative costs.

Exempts law enforcement agencies, corrections officers, federal officials, gunsmiths doing repairs, common carriers, shooting range loans, hunting/sporting loans, inheritance by non-prohibited persons, antique firearms, and family gifts between immediate family members.

Allows temporary firearm transfers without dealer involvement only when necessary to prevent imminent death or great bodily harm, provided the recipient is not a prohibited possessor.

Classifies violations as a class 5 felony.
