Expands state emergency council membership to include minority leaders, assistant minority leaders, and minority whips from both the Senate and House of Representatives as advisory members.

Clarifies that advisory members may give advice but cannot vote, do not count toward a quorum, and receive no compensation or expense reimbursement.

Requires the governor to convene the state emergency council within 14 days after proclaiming a statewide state of emergency and continue convening it at least once every 14 days for the duration of the emergency.

Specifies that if the governor fails to convene the council as prescribed, the statewide state of emergency terminates.

Applies retroactively to statewide emergencies proclaimed on or after March 1, 2020, with the governor required to convene the council within 14 days of the bill's effective date.
