Increases the lifetime cash assistance limit under Arizona's Temporary Assistance for Needy Families (TANF) program from 12 months to 60 months for heads of household, their spouses, ineligible parents, and adult nonparent relative heads of household.

Changes the program termination date from July 1, 2016 to July 1, 2021, affecting families that have received 60 or more months of cash assistance.

Removes the previous provision allowing an additional 12 months of assistance for families meeting work program and school attendance requirements.

Applies the 60-month time limit retroactively to all cash assistance received under the TANF program or Arizona Works program on or after October 1, 2002, regardless of whether months are consecutive.

Does not apply the time limit to child-only cases or to months disregarded under specific circumstances, including foster parent cases, assistance units on Indian reservations with high unemployment, or reduced grant amounts.
