Amends Arizona Revised Statutes section 36-402 to modify exemptions for private medical offices and clinics from Department of Health Services (DHS) licensure and regulation.

Private offices and clinics of licensed health care providers remain exempt from DHS oversight unless patients are kept overnight, treated under general anesthesia, or the facility is an abortion clinic or pain management clinic.

Clarifies that the general anesthesia exemption does not apply when such treatment is already regulated under Arizona Title 32, Chapter 11.

Removes the word "otherwise" from the statute regarding treatment under general anesthesia to clarify the regulatory language.
