Creates the Wholesale Prescription Drug Importation Program within the Department of Health Services to import prescription drugs from Canadian suppliers in compliance with federal law (21 U.S.C. § 384).

Requires the department to design a program that ensures drugs meet FDA safety standards, generates substantial consumer savings, and prohibits distribution of imported drugs outside Arizona.

Mandates the department consult with the attorney general on anticompetitive behavior, submit a formal certification request to the U.S. Department of Health and Human Services, and seek federal approvals for 340B covered entities to participate.

Program implementation must begin within six months after the legislature enacts a funding mechanism and federal certification is obtained; includes requirements for licensing, contracting with distributors and Canadian suppliers, and establishing a public drug pricing database.

Requires annual reporting to the governor and legislature on participating entities, prescriptions dispensed, consumer savings, and audit findings; program terminates July 1, 2031.
