Increases the minimum percentage of annual revenues that school tuition organizations (STOs) must allocate to educational scholarships or tuition grants from 90% to 95%.

Applies the 95% allocation requirement to contributions made under sections 20-224.06, 20-224.07, 43-1183, 43-1184, 43-1089, and 43-1089.03.

Amends sections 43-1502, 43-1503, 43-1504, 43-1505, 43-1602, and 43-1603 of Arizona Revised Statutes relating to STO operational and certification requirements.

Maintains existing STO requirements including prohibitions on limiting scholarships to one school, restrictions on donor-designated beneficiaries, and requirements to report scholarship awards by income level on websites.

Updates statutory language for clarity, including changing "e-mail" to "email" and correcting grammatical references throughout the affected sections.
