Repeals the college credit by examination incentive program established in section 15-249.06, with the program ending on July 1, 2026.

Removes language from section 15-203 requiring the state board of education to establish and supervise qualifying college credit examinations for the incentive program.

Redirects $5,000,000 in fiscal year 2021-2022 from the college credit incentive program baseline budget to the early literacy program fund for award grants on a three-year cycle.

Eliminates bonus payments to school districts, charter schools, and teachers based on student performance on college credit qualifying examinations in mathematics, English language arts, social studies, and science.
