Requires committed youth regularly attending and making satisfactory progress in educational classes to work at least 20 hours per week, with up to 10 hours of homework counting toward this requirement.

Permits functionally literate committed youth without a diploma or certificate of equivalency to take the general equivalency diploma test or state board-approved equivalency test at any time.
