Repeals section 31-229.02, Arizona Revised Statutes, eliminating functional literacy requirements for prisoner release.

Increases earned release credits for drug offense prisoners from 3 days per 7 days served to 11 days per 4 days served if they complete a drug treatment program and have no prior violent felony convictions.

Establishes new earned release credit rates for dangerous offenses (1 day per 1 day served) and other offenses (2 days per 1 day served).

Removes the functional literacy barrier to release for eligible drug offenders entering the transition program established under section 31-281.

Requires the Department of Corrections to submit comprehensive quarterly and annual reports to the governor and legislature detailing earned release credit statistics, transition program participation, and recidivism rates.
