Requires the Arizona Peace Officer Standards and Training Board to establish and maintain a law enforcement officer database on its website containing names and discipline records, accessible only to law enforcement agencies conducting background investigations of applicants.

Mandates law enforcement agencies report to the board within ten days after a final ruling on disciplinary actions, substantiated complaints, formal reprimands, and investigation information if an officer resigns before completion.

Requires law enforcement agencies to check the database for an applicant's name before hiring them for a law enforcement officer position.

Allows persons to bring civil actions in superior court to enforce the statute, with courts authorized to award prevailing parties reasonable attorney fees, damages, and costs.

Defines "disciplinary action" by reference to Arizona Revised Statutes section 38-1101.
