Requires prisoners engaged in prison labor to be paid at least the federal minimum wage, replacing the previous maximum of $1.50 per hour (or $2.00 per hour for private prison contracts).

Increases the dedicated discharge account balance threshold from $250 to $10,000 (or $2,000 for life sentence prisoners) before deposits stop being made from prisoner wages.

Raises the spendable account credit from $0.50 to $4.00 per hour for prisoners earning at least the minimum wage, plus ten percent of adjusted remaining balance after mandatory deductions.

Maintains mandatory wage deductions in priority order: 25% to dedicated discharge account, litigation fees, transition program fund, room and board costs, and court-ordered dependent care.

Applies the minimum wage requirement to all state prisons, institutions under department jurisdiction, and private prisons operating under department contracts.
