Requires the center to develop training programs in maintenance and operations occupations, including standards-based training, apprenticeships, and courses on emerging technologies like zero-emission buses.

Mandates training in safety, security, emergency preparedness, and career pathways to recruit underrepresented populations into the transit industry.

Requires creation of a statewide transit database to collect annual human capital and physical capital data with industry input.
