Establishes the General Adjudication Personnel and Support Fund, administered by the Supreme Court, with monies continuously appropriated and exempt from lapsing.

Authorizes the Supreme Court to appoint additional full-time superior court judges, masters, paralegals, and law clerks for general water adjudications, with positions fully funded by the state.

Allocates $2.39 million in fiscal year 2021-2022: $147,610 for two paralegals, $109,710 for a law clerk, $133,920 for electronic case management system expansion, and $2 million for other fund purposes.

Requires the Joint Legislative Budget Committee to review expenditure plans from the Supreme Court and Department of Water Resources before funds are spent for fiscal years 2021-2022 through 2023-2024.

Makes technical corrections to section 45-252 regarding general adjudication procedures and allows the Department of Water Resources to use fund monies for additional personnel and equipment related to water rights adjudication.
