Amends Arizona groundwater code sections 45-114, 45-432, 45-433, 45-434, 45-435, and 45-436 to establish procedures for designating subsequent irrigation non-expansion areas outside active management areas.

Requires petitions to include a numeric groundwater flow model and hydrologic report signed by a licensed professional geologist or engineer, with one-year submission deadline after petition form issuance by county recorder.

Establishes that the director's findings and order designating an irrigation non-expansion area are not appealable agency actions, but are subject to judicial review only by petitioners and those who submitted evidence at the public hearing, with grounds for review limited to issues raised in the petition or hearing evidence.

Defines "reasonably safe supply for irrigation" as a reliable groundwater source for 100 years and allows the director to consider credible evidence of likely future changes to withdrawal rates when making sufficiency determinations.

Provides that if the director declines to designate an area, a subsequent petition cannot be filed for that area until three years after the refusal becomes final, and any acres irrigated after the refusal may continue if the decision is reversed on judicial review.
