Implements a two-year phase-in period: fiscal year 2021-2022 limits FRPL Group B weight eligibility to schools with 96% or more free/reduced-price lunch students, transitioning to 91% or more in fiscal year 2022-2023.

Amends the definition of "Group B" in section 15-901 to include FRPL-eligible students alongside existing special education categories and English learners in kindergarten through third grade.

Updates the base support level calculation in section 15-943 to incorporate FRPL student counts as a weighting factor for determining school district funding allocations.
