Adjusts minimum high school graduation credit requirements for students in grades 9-12 who are homeless, former foster/dependent children, or involved in the juvenile justice system.

Qualifying students must pass a civics test identical to the naturalization test (60 of 100 questions correct) but are exempt from other standard graduation requirements upon approval.

Requires schools to identify eligible students, inform them in writing of adjustment eligibility and their right to remain in school until age 22, and establish uniform request processes.

Mandates schools provide qualifying approved students with priority class placement and counselor assistance for college/career readiness, and prohibits schools from revoking approved adjustments or requiring transfers to access the adjustment.

Allows students to file complaints with schools or appeal to the Department of Education if denied adjustments or if schools violate adjustment provisions.
