Allows school districts and charter schools to use the greater of weighted student counts from fiscal years 2018-2019, 2019-2020, 2020-2021, and 2021-2022 for base support level funding calculations in those respective fiscal years.

Extends the same weighted student count calculation methodology to career technical education districts for fiscal years 2020-2021 and 2021-2022.

Requires charter additional assistance and district additional assistance to be computed using the greater of student counts from fiscal years 2018-2019, 2019-2020, 2020-2021, and 2021-2022 as applicable.

Mandates that students receiving distance learning instruction pursuant to Executive Order 2020-41 in fiscal year 2020-2021 be funded at the same rate as in-person students and not as online instruction students.

Applies retroactively from June 30, 2020 and takes effect immediately as an emergency measure.
