Amends Arizona Revised Statutes section 41-2407 to modify rules governing the victim compensation and assistance fund administered by the Arizona Criminal Justice Commission.

Prohibits the victim compensation program rules from requiring victims to report crimes to law enforcement within 30 days (or 180 days for domestic violence offenses) in order to be eligible for compensation.

Clarifies that licensed health care providers accepting full allowable payment from victim compensation programs are deemed to have accepted that as full payment and cannot pursue additional collection from victims, except for unpaid balances if the program lacks funds.

Prohibits licensed health care providers from engaging in debt collection activities against claimants who have filed claims with victim compensation programs until an award is made or the claim is determined noncompensable.

Defines "licensed health care provider" as persons or institutions licensed or certified by the state to provide health care, medical, nursing, emergency medical, or ambulance services regulated under Arizona Title 36.
