AZ SB1784

Increases the penalty for riot from a class 5 felony to a class 4 felony.

Requires courts to impose a minimum fine of $500 on anyone convicted of unlawful assembly (class 1 misdemeanor).

Creates a new class 6 felony offense for obstructing a highway or public thoroughfare while engaging in unlawful assembly or riot.

Maintains existing class 1 misdemeanor penalty for obstructing a highway after verbal warning to desist, and class 3 misdemeanor for other highway obstruction violations.
