Establishes a tiered unemployment benefit duration system based on Arizona's average unemployment rate instead of a fixed 26-week benefit period.

Provides 12 weeks of benefits when the state's average unemployment rate is at or below 5.5%.

Provides 12 weeks plus one additional week for each 0.5% increment above 5.5% (up to a maximum of 26 weeks) when the unemployment rate is between 5.5% and 9%.

Provides 26 weeks of benefits when the state's average unemployment rate exceeds 9%.

Maintains the existing cap that individuals cannot receive more than one-third of their base period earnings in a benefit year; effective December 31, 2021.
