Adds section 16-661.01 to Arizona Revised Statutes allowing the Joint Legislative Audit Committee (JLAC) to order an audit or recount of legislative or statewide elections by majority vote of its members.

Expands JLAC authority to include recounts and audits for presidential electors and congressional offices.

Requires the Secretary of State to certify to superior court the facts necessitating a recount upon receiving a certified copy of JLAC's recount order, with the recount proceeding under existing statutory procedures.

Requires custodians of election materials to make requested items available to JLAC upon receipt of a certified audit order.
