Requires county recorders to receive monthly death records from the Department of Health Services and compare them against county voter registration databases to cancel registrations of deceased persons.

Establishes new requirements for ballot paper vendors to be ISO certified and incorporate at least three of ten specified anti-fraud measures, including watermarked security paper, holograms, thermochromic inks, or unique bar codes/QR codes tracking ballots.

Modifies the Department of Health Services' duties to transmit monthly death records for county residents and annual end-of-year compilations to both the secretary of state and county recorders for voter registration cancellation purposes.

Appropriates $1,000,000 from the state general fund in fiscal year 2021-2022 to the Department of Administration to reimburse counties for costs of purchasing anti-fraud ballot paper and equipment.
