Allocates $2,000,000 annually from state lottery fund to the department of education to fund the office of Indian education, with funds designated to hire at least five full-time equivalent employees for that office.

Expands the office of Indian education's technical assistance duties to include professional development, data literacy, teacher recruitment and retention, native language development, fiscal management, family engagement, and incorporation of Native American culture into curricula.

Requires the office of Indian education to submit annual statewide Native American education status reports to Indian nations, including data on student achievement, school safety, dropout rates, attendance, parent involvement, and federal Indian education policies.

Establishes an Indian education advisory council within the department of education that must include at least parents who are not certificated teachers.

Requires annual meetings between representatives from Indian nations, state board of education, governor's office, legislature, and other entities to evaluate and coordinate activities relating to Native American education.
