Amends section 9-101.01 of Arizona Revised Statutes regarding incorporation of cities and towns in urbanized areas.

Removes the sunset date of December 31, 2020 from provisions allowing reduced urbanized area buffers for counties where 60-65% of population lives in incorporated municipalities, making these provisions permanent.

Eliminates the December 31, 2020 sunset date from exceptions allowing incorporation of large planned communities (15,000+ persons) with governing boards to proceed without city approval or annexation petition requirements.

Removes the December 31, 2020 sunset date from the exemption for planned community associations during declarant control from urbanized area incorporation restrictions.

Applies the amendments retroactively to December 30, 2020.
