Establishes the Drought Mitigation Revolving Fund to provide grants and low-cost, long-term loans for water supply development and conservation projects, with a board consisting of regional representatives and state officials to administer the fund and evaluate project applications.

Creates the Arizona State Parks Store Fund to operate and maintain gift shops, with monies from a fee schedule determined by the Arizona State Parks Board, with excess funds over $1,250,000 annually transferred to the state parks revenue fund.

Increases the Due Diligence Fund reversion threshold from $500,000 to $5,000,000, allowing the Department of State Lands to retain more funds for evaluating and processing applications for land sales and leases.

Authorizes fire districts with populations under 5,000 to submit itemized claims to the State Forester for reimbursement of emergency medical services expenses incurred on federal lands, with claims processed within 30 days.

Modifies the Water Supply Development Revolving Fund to add water supply studies as an eligible use and clarifies the effective date for adequate water supply determinations to July 24, 2014; sets various fiscal year 2021-2022 appropriations and fund limitations for environmental and water-related programs.
