SB1829 Summary

• Transfers state motor vehicle fleet management from the Department of Administration to the Department of Transportation, effective June 30, 2021.

• Establishes the state fleet operations fund and state vehicle replacement fund to manage costs for state-owned, leased, and rented vehicles; agencies must pay for fleet services at rates determined by the director.

• Excludes eight agencies (Department of Public Safety, Department of Economic Security, Department of Corrections, universities, community colleges, Arizona Schools for the Deaf and Blind, Cotton Research Council, and Department of Child Safety) from mandatory fleet participation but allows them to opt in.

• Redirects fees from border crossing registrations and permits (sections 28-2321, 28-2324, 28-2325, 28-5474, 28-5739, 28-5863, 28-5864) to the state highway fund (55%) and Arizona highway patrol fund (45%) instead of a repealed safety enforcement fund.

• Requires the Department of Transportation to prioritize neighborhood electric vehicles for new purchases and develop a statewide alternative fuels plan for all state motor vehicles.
