SB 1831 Summary

• Allows adopted individuals who are at least 18 years old and born in Arizona to request and receive a copy of their original sealed birth certificate from the state registrar, effective December 31, 2021.

• Requires birth parents to complete a contact preference form indicating whether they want to be contacted directly, through an intermediary, or not contacted at all when an adoptee requests their original birth certificate.

• Establishes a medical history form that birth parents may voluntarily complete and file with the state registrar to be provided to the adopted individual upon request.

• Modifies adoption consent procedures to require birth parents to acknowledge that the adopted child may obtain their original birth certificate at age 18, rather than granting or withholding permission.

• Amends confidentiality provisions to allow the state registrar to provide sealed original birth certificates and related documents to eligible adoptees while maintaining confidentiality of birth parent contact preferences.
