Amends Arizona Revised Statutes section 16-542 to prohibit county recorders and election officers from mailing or delivering early ballots to voters who have not requested them, with limited exceptions for voters on the active early voting list.

Establishes that an election officer who knowingly violates the early ballot delivery requirement is guilty of a class 5 felony.

Requires that early ballot requests be complete and correct, including voter name, address, date of birth, and state or country of birth, and must be received by 5:00 p.m. on the eleventh day before the election to receive ballots by mail.

Allows county recorders to establish on-site early voting locations beginning the same day early ballots are sent out, with identification required at these locations.

Maintains existing provisions for absent uniformed services voters, overseas voters, and voters with protected information to request early ballots beyond the 93-day deadline.
