Mandates financial statements filed with the auditor general be posted prominently on official websites within seven business days and retained for at least 60 months; requires posting of pending financial statement forms if filings are delayed.

Prohibits state agencies, cities, towns, counties, and political subdivisions from requiring employees to engage in training that presents blame or judgment based on race, ethnicity, or sex, with exceptions for sexual harassment training.

Bans use of public monies for training, orientation, or therapy presenting blame or judgment based on race, ethnicity, or sex.

Requires the Department of Administration to submit annual reports by December 1 documenting state agency compliance with training restrictions to the governor, legislature, and secretary of state.
