• Amends Arizona marijuana licensing laws to add definitions, clarify licensing procedures, and establish requirements for marijuana establishment operations and security.

• Requires marijuana product packaging to include a scannable QR code or similar technology linking to product information including harvest date, THC strain, extraction method, impurity testing results, manufacture date, and pregnancy warning by December 31, 2023.

• Prohibits Department of Health Services from issuing marijuana establishment licenses to applicants with ownership interests in out-of-state marijuana facilities whose licenses have been revoked.

• Requires marijuana establishments to display warning signs in conspicuous locations informing pregnant women about potential dangers of smoking or ingesting marijuana while pregnant or breastfeeding.

• Allows dual licensees (entities holding both nonprofit medical marijuana dispensary registration and marijuana establishment license) to operate for-profit and provides exemptions from certain nonprofit medical marijuana dispensary requirements that would be unduly burdensome.
