Identifies that Indian tribal governments provide college financial assistance to Indian students through self-determination contracts and self-governance compacts using BIE grant funds.

Notes that delays in federal funding due to continuing resolutions prevent timely disbursement of scholarship and financial assistance payments to Indian college students for tuition, books, and room and board.

Points to existing precedent for forward funding of other federal Indian education programs, including BIE-funded schools and tribally controlled colleges and universities.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and all Arizona Members of Congress.
