Proposes amendment to Arizona Constitution Article V, Section 4 to establish legislative oversight of gubernatorial emergency powers and executive orders.

Requires governor to call special legislative session within 10 days of proclaiming a state of emergency, where legislature can terminate, modify, or continue emergency powers and executive orders.

Allows legislature to issue legislative orders with same authority as executive orders and permits recessing special session for up to 60 days if 60% of members petition to reconvene earlier.

Grants governor ability to protest legislative actions terminating or modifying executive orders, requiring 60% vote threshold to reconfirm such actions.

Prohibits governor from proclaiming a new state of emergency based on same conditions if legislature has terminated the previous emergency declaration.
