Proposes an amendment to Arizona Constitution Article IV, Part 2, Section 23 regarding public officers' use of transportation passes.

Removes language prohibiting public officers from accepting passes or purchasing transportation "from any railroad or other corporation" and replaces it with a requirement that transportation be purchased "as such transportation may be purchased by the general public."

Changes the exception language from "Provided" to "except" regarding the application to National Guard members traveling under orders.

Directs the legislature to enact laws to enforce this constitutional provision.

Requires the Secretary of State to submit the proposition to voters at the next general election.
