Calls for a "Phoenix Convention on Constitutional Liberties and Self-Government" to convene on September 15, 2021 in the Arizona State Senate Chambers with commissioners from each state.

Authorizes the convention to discuss federal government actions that impair constitutional rights including religious freedom, election integrity, travel, personal security, and property protection.

Empowers the convention to recommend corrective actions to state or federal governments and propose permanent institutional structures to address these issues.

Establishes a six-member Arizona planning committee (three House, three Senate members) to coordinate convention logistics, set rules, and appoint temporary officers if needed.

Urges other state legislatures to appoint commissioners to attend and directs Arizona's Secretary of State to notify presiding officers of all state legislatures.
