AZ SCR1014

Amends Arizona Revised Statutes section 26-303 to impose automatic termination of a declared state of emergency after 21 days unless extended by concurrent resolution of the legislature, with extensions limited to 21-day periods.

Allows the governor to proclaim a new state of emergency based on substantially similar facts only if the legislature passes a concurrent resolution consenting to it; citizens may petition superior court for a writ of mandamus to enforce this prohibition.

Authorizes the adjutant general to incur up to $100,000 in emergency obligations and exercise emergency powers for 72 hours following a determination that emergency circumstances exist.

Prohibits emergency powers from imposing additional restrictions on lawful possession, transfer, sale, transportation, carrying, storage, display or use of firearms and ammunition under the Second Amendment and Arizona Constitution.

Requires voter approval through submission to the electorate at the next general election as a ballot proposition.
