Proposes amending Article IX, Section 21 of the Arizona Constitution to change the base fiscal year for calculating school district aggregate expenditure limitations from 1979-1980 to 2022-2023.

Requires the economic estimates commission to determine and publish the aggregate expenditure limitation for all school districts prior to May 1 each year, adjusted for changes in student population and cost of living, multiplied by 1.10.

Maintains the existing requirement that the legislature may authorize expenditures exceeding the aggregate limitation for a single fiscal year through concurrent resolution with a two-thirds affirmative vote in each house.

Applies the same base year change (1979-1980 to 2022-2023) to adjustments made by the economic estimates commission for subsequent transfers of governmental functions costs.

Requires submission of the proposition to voters at the next general election per Article XXI of the Arizona Constitution.
