Proposes amendment to Article IX, Section 26 of the Arizona Constitution establishing a two-thirds voter approval requirement for ballot initiatives and referenda that increase state or local taxes.

Applies the two-thirds threshold to measures proposing new taxes, increasing existing tax rates, reducing tax deductions or credits, or establishing special taxing districts with taxing power.

Two-thirds vote requirement also applies when a measure combines tax increases with reductions in existing tax collections if the net result increases overall tax revenues.

Amends constitutional provisions in Article IV, Part 1, Section 1 and Article XXI regarding ballot measures and amendments.

Requires submission of the proposed constitutional amendment to Arizona voters at the next general election.
