Proposes amendment to Arizona Constitution Article IV, Part 1 by adding Section 3 regarding statewide initiative measures that increase taxes.

Limits statewide tax increase initiatives to five-year terms, requiring reauthorization votes at general elections in the year before expiration.

Reauthorization requires majority voter approval; if rejected, the measure is repealed with no further legal effect.

Applies retroactively to all tax increase ballot measures approved on or after November 3, 2020, with first reauthorization required at the 2024 general election.

Requires the Legislative Council to prepare analyses for each reauthorization measure for publication in the official publicity pamphlet.
