AZ SCR1035

Establishes a state death benefit of up to $1,000,000 for eligible first responders and military personnel (police officers, firefighters, EMTs, correctional officers, border patrol agents, National Guard members, and others) killed in the line of duty, with the state paying the difference between $1,000,000 and any other governmental death benefits received.

Limits total state payments to $10,000,000 per incident when multiple eligible persons are killed in a single incident, with funds distributed on a pro rata basis if necessary.

Creates the state supplemental benefit fund administered by the state treasurer to pay death benefits, funded by depositing one percent of court surcharges collected under section 12-116.01.

Increases the surcharge on court fines and penalties from seven percent to eight percent, with one percent of the eight percent surcharge directed to the supplemental benefit fund and seven percent continuing to existing allocations.

Submits the measure to Arizona voters at the next general election for approval as a ballot proposition.
