Proposes an amendment to Article VII, Section 2 of the Arizona Constitution to lower the voting age from 18 years to 16 years.

Changes voter eligibility language from "no person shall be entitled to vote" to "every person is entitled to vote" if they meet citizenship, age, and residency requirements.

Maintains existing disqualifications for incapacitated persons and those convicted of treason or felony unless restored to civil rights.

Requires submission of the proposed constitutional amendment to Arizona voters at the next general election for approval.
