• Repeals sections 15-752, 15-753, 15-754, and 15-755 of the Arizona Revised Statutes regarding English language education programs.

• Requires schools to identify students' primary language and assess English language proficiency through testing prescribed by the superintendent of public instruction.

• Establishes that English language learners must receive high-quality education, master the English language, and have access to research-based language programs, with parents having legal standing to sue for enforcement and recover attorney fees and actual damages.

• Directs the state board of education to adopt and approve research-based and evidence-based models of structured English immersion requiring minimum daily/weekly/yearly English language development hours (120 minutes/600 minutes/360 hours for K-5; 100 minutes/500 minutes/300 hours for 6-12).

• Allows school districts and charter schools to establish dual-language immersion programs for both native and non-native English speakers and requires the Legislature to prepare conforming legislation for the next session.
