Proposes adding Section 38 to Article II of the Arizona Constitution to establish a right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and a stable climate for all people, including future generations.

Declares that Arizona's public natural resources (water, air, flora, fauna, climate, and public lands) are common property of all people and requires the state and political subdivisions to serve as trustees of these resources.

Prohibits the state and its political subdivisions from taking direct or indirect action or inaction that would cause unreasonable degradation, diminution, or depletion of the environment.

Establishes the environmental rights as inherent, inalienable, indefeasible, and self-executing rights reserved to all people.

Requires submission of the proposed constitutional amendment to Arizona voters at the next general election for approval.
