States that all Arizona residents should have equitable access to outdoor opportunities including hunting, fishing, hiking, wildlife watching, stargazing and other recreational activities while respecting private property rights.

Emphasizes the value of outdoor experiences for learning, appreciating indigenous cultural resources, exploring public lands, and being environmental stewards for future generations.
