Amends Arizona Revised Statutes Section 49-429 regarding air pollution control permits and their transferability.

Permits cannot be transferred between locations or between different sources, except for mobile or portable sources which may be transferred to new locations with department notification.

Permits may be transferred from one person to another if the current permit holder provides written notice to the director before the transfer, including the transferee's name, address, telephone number, statutory agent, and effective date.

The director may deny a permit transfer if the transferee is incapable of operating the source in compliance with applicable requirements, with denial notice required within ten working days of receiving the transfer notice.

Denial of a permit transfer may be appealed as an appealable agency action under Title 41, Chapter 6, Article 10 of Arizona law.
